Job opening: SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUIT/PLACEMENT)

You will serve as a Department Head for the Department of the Navy (DoN), Office of Civilian Human Resources (OCHR) Operations, Operations Center Directorate. You will provide DoN world-wide centralized civilian Human Resources (HR) services to assigned major commands, including the United States Marine Corps (USMC) and Department of Defense (DoD) organizations, with an aggregate serviced population of more than 200,000 civilian employees.

Duties

You will manage through subordinate supervisors a staff of 300 HR professionals in functions such as: Recruitment/ Placement, Delegated Examining (DE), Classification, Compensation, Workforce Shaping, and the DoD Priority Placement Program (PPP). You will plan overall work requirements based on existing or projected customer requirements. You will distribute work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assure uniform application of all administrative and operational policies and procedures, and resolution of problems encountered in day-to-day operations. You will provide guidance and advice and/or render decisions on specific operations continuously through review of work in progress, review of completed work, and results obtained to assure maximum efficiency and effectiveness of operations. You will participate with top level management and key operating officials in the Commands, HR Offices (HROs), and OCHR Headquarters Policy for local or DoN wide policy development and evaluation of proposed policy and operational changes. You will work closely with the other department heads and program managers within the OCHR enterprise to coordinate interrelated activities and to resolve operational problems that cross functional lines. You will determine the best approach or solution for resolving budget shortages and establishing plans for long range staffing needs. You will develop overall goals and objectives for service delivery for assigned customers.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and executing long-range plans for sustainment and improvement of civilian federal human resources (HR) service delivery particularly related to staffing and recruitment; determining the distribution of the staff workload to meet the missions of the serviced customers; collaborating with senior organizational leaders when determining overall processes, procedures, and internal policies to ensure that proposed distributions further organizations mission; briefing higher ranking officials to reiterate HR program policies and processes; and overseeing the overall planning, direction, and timely execution of a HR program.
