You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the CUSTOMER FOCUS DIVISION in a TALENT ACQUISITION DIRECTORATE IN STAFFING AND RECRUITMENT.

Duties

You will serve as a second level supervisor in the Customer Service Division with full responsibility and overall management of several teams throughout a recruitment division. You will serve as Chief of a Customer Focused Division with full responsibility for management of Staffing and Recruitment for a particular set of customer activities. You will plan, develop, direct and administer a comprehensive human resources program that delivers services to the Office of Civilian Human Resources' commands. You will provide advice and guidance to subordinate supervisors and activity managers on a variety of HR functional programs spanning many processes, providing opinions, and point papers on difficult staffing, classification, and placement issues. You will manage production and accuracy for their assigned division by conducting on going statistical analysis of work load and internal work processes. You will exercise personnel management through subordinate supervisors.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing direction and advice to staff members on complex human resource related issues; 2) Developing new or modified Human Resource work methods, approaches or procedures for delivering effective recruitment services to customers; 3) Providing detailed qualifications determinations and justifications in cases where qualifications disputes are elevated for higher level review; and 4) Managing the workload of merit promotion recruitment and/or delegated examining recruitment teams by conducting reviews of workload reports and databases to ensure work is distributed equitably and performed timely and accurately.
