You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMUSFLTFORCOM of COMMANDER US FLEET FORCES COMMAND.
Duties
You will formulate budget estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-13
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-13, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Experience leading and analyzing reports related to the Financial Management Certification Program.
Experience tracking tasks to completion and reporting data to leadership.
Experience with the concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels.
Experience developing, recommending, and implementing budgetary/financial policies.
Experience interpreting, assessing, and projecting the potential impact of new and revised Congressional legislation.
Experience developing and rendering authoritative interpretations of executive orders, OMB guidance within and across agency lines and Departmental guidance.
GS-12
To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-12, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Experience with the concepts, principles, practices, laws, and regulations of civilian personnel budgeting and/or financing and their relation to subordinate and senior levels.
Experience analyzing reports related to reviewing and evaluating civilian personnel budget requests, control, and reporting of obligations and expenditures.
Experience creating, correcting, and advising on errors within the most robust and complex online databases to provide information concerning overall budget and/or financial objectives to be achieved.
Experience with assessments and problem solving and providing customer service to a broad range of people.
Experience interpreting, assessing and projecting potential impacts on of new/revised Congressional legislation.
