You will serve as a FINANCIAL MANAGEMENT ANALYST in the FLEET COMPTROLLER, Financial Improvement Audit Readiness Department
of COMMANDER US FLEET FORCES COMMAND.
Duties
You will oversee studies on various accounting, operations, internal controls and monitor general ledger budgetary, proprietary and statistical account balances.
You will conduct, lead- and oversee review, compliance testing (CEUC’s control points and substantive) and assess financial business processes.
You will continuously review existing laws, directives, policies and guidelines and ensure subordinate commands to comply with applicable Department of Defense (DoD) policy and procedures.
You will develop and implement processes, tools and training to accurately, sufficiently and timely accomplish audit response activity.
You will support the development, review and implementation of corrective actions to address risks, material weaknesses and financial reporting deficiencies.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing financial data to advise managers on deficiencies as well as recommendations for financial improvement.
Experience incorporating financial data input into various executive level briefs or products.
Experience initiating corrective actions on audit notifications, findings and recommendations found within financial business segments.
Experience applying concepts of financial statement assertions, financial reporting objectives, testing of internal controls, perform validations and provide key supporting documents in support of financial improvement audit readiness.
Experience developing and maintaining strong business relationships with both internal and external customers.
Experience applying financial analysis principles, concepts and practices to a wide variety of complex issues associated with gathering and analyzing data.
Experience analyzing and evaluate financial management accounting systems (STARS, SABRS, N-ERP), public laws, governing policies, guidelines, rules, regulations, and precedents.
Experience ensuring the accuracy of financial data.
Experience detecting inconsistencies in processing and management reports; and improve internal controls.
Experience performing a variety of other fiscal, accounting, or financial management duties and responsibilities.
Experience incorporating financial improvement methodology in ensuring compliance and reporting requirements towards achieving audit readiness.
