Duties

You will serve as a Hull Mechanical and Electrical (HM and E) Systems Specialist in the test division for the US Navy’s Ship to Shore Connector (SSC) Project Office, East New Orleans, Supervisor of Shipbuilding, Conversion and Repair. You will be directly responsible for contract administration of new construction, conversion, design, development and/or overhaul contracts. You will plan, manage, evaluate auxiliary and other craft systems for SSC testing requirements including Gas Turbine Engines, Propulsion Drive Trains, and Hydraulic Systems. You will provide consultative services, monitor various programs, and review and approval of engineering studies, drawings, test procedures, technical manuals, other technical documentation, and design change proposals. You will be responsible for assisting in the coordination of tests, milestones, and trials requirements and functional support needed to execute the ship build to test plan and management milestone management. You will coordinate, review, evaluate and resolve complex engineering issues to assure the SSC mechanical systems are installed and tested in accordance with the applicable test plan. Review detail design drawings, shipboard system diagrams, vendor drawings, calculations, test procedures/reports, technical manuals, and purchase technical documents to ensure specification compliance. You will review and analyze long-range tests, trials, and budgetary plans to ensure that all program requirements are accounted for and that information is consistent with the budgetary procedures and guidelines. You will anticipate major problems, recognize future needs and assist in the development of policies, standards, procedures, and instructions for carrying out the Total Ship Test Program (TSTP).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to walk, crawl and climb (including vertical ladders) throughout the ship to accomplish ship checks on ships undergoing construction, alteration, activation, overhaul and/or repair work.
  • You may be required to work extended workdays during at-sea testing of shipboard systems and equipment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: using technical engineering practices and procedures to test and evaluate Hull, Mechanical and Electrical (HM&E) systems and resolve problems affecting the efficiency of a ships construction, overhaul, or repair project.
