About the Position: Serves as the Lead Technician for the Geotechnical Branch Soils and Materials Processing Unit, with responsibly for planning, directing, and coordinating work activities involving soils and materials testing for navigation, flood risk reduction, and environmental mitigation projects, requiring the incumbent to apply a comprehensive, intensive, and practical knowledge in applying a wide range of concepts, practices, regulations, policies, and precedents.
Duties
Leads the team by identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and occupational specialization.
Apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
Provide critical soils and materials test data to the district for use in engineering studies and levee designs, revetments, riverbend cutoffs, earth embankments, earth-fill dams, floodwalls, and foundations.
Develop and/or modify existing testing procedures, to accomplish special and/or unusual testing requirements.
Discuss test results and findings with professional personnel from the district and recommend additional tests to obtain specific data requested.
Evaluates soils and materials testing to ensure that testing requirements and methods are in accordance with established project requirements and policies and recommends changes or modifications where inconsistencies or irregularities are detected.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
- One-year probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) Providing critical soils and materials test data for use in engineering studies AND 2) Conducting in-depth visual classification of boring samples to ensure proper samples are selected for testing AND 3) Evaluating erratic data, concerns, or changing conditions AND 4) Analyzing test results to ensure testing procedures meet the requirements of Engineering Manuals (EMs) and American Standards for Testing and Materials (ASTMs). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-12 you must have 52 weeks at the GS-11 level.
