About the Position: Serves as a Lead Engineering Technician (Civil) for the New Orleans District of USACE.
Duties
Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.
Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
Represents the team in dealings with the supervisor or manager for the purpose of obtaining resources and securing needed information or decisions from the supervisor on major work problems and issues that arise.
Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.
Reads, studies, interprets, and digests contract plans and specifications for assigned job.
Uses surveying data to calculate volumes and to plot cross-sections, and interprets data computed electronically, and calculates theoretical, original, and final volumes of dirt quantities.
Serves as consultant to Division personnel when the contractor does not agree with the Government's dirt computations or when the contractor has lodged a claim against the Government.
Requirements

- One-year probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.

Specialized experience for GS-12: One year of specialized experience which includes 1) interpretation and analysis of construction plans and specifications; AND 2) computation and analysis of construction survey data on civil works projects; AND 3) leading or supporting a team of office and field personnel to address survey data discrepancies. This is the definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). This requirement must be met no later than the closing date of this announcement.
