About the Position: Serves as a lead coordinator and expert for Engineering Division (ED) for Architect-Engineer (A-E) contracts.
Duties
Plan, prepare, negotiate, and administer Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, specific task orders for IDIQ contracts, and specific project contracts.
Work directly with engineers, technicians, contract specialists, contracting officers, and managers from across the District, the Hurricane Protection Office, and Architect-Engineer (A-E) contractors.
Oversee and direct work of engineering technicians and office aids.
Provide A-E services such as design reports, plans and specifications, engineering during construction, technical assessments and review, surveying and mapping, and geotechnical, structural, civil, hydraulic, and other engineering services.

Specialized Experience: One year of specialized experience which includes 1) Ensuring designs fit field conditions and comply with performance-based contract requirements on civil work projects AND 2) Making specific recommendations to the Contracting Officer on any changes affecting contract AND 3) Preparing contract payment invoices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-11 you must have 52 weeks at the GS-10 level.
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment.
