Duties

You will identify, analyze, and resolve highly complex inter-organizational problems. You will design and implement security assistance programs which support mission requirements and customer needs. You will deliver oral presentations on security cooperation to resolve controversial matters or convey information about proposed program changes. You will oversee work assignments to team members in accordance with individual strengths and competencies. You will evaluate management studies, program management reviews, or foreign military sales organizational structures to develop process improvement strategies.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Acquisition Workforce (A WF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Expert
  • Incumbent must complete DoD SCW Expert level certification requirements within two years of entering the SC position. In addition, 80 hours of continuing education (CUE) every two years.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with effective oral and written communications and analyzing and resolving complex organizational issues. Experience of expertise in security assistance and cooperative programs with foreign countries. Experience of expertise in DOD security cooperation information management systems and portals. Experience with DOD weapon systems and organizations and associated program management, acquisition processes, regulations and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
