Duties
As a Public Health Analyst (Policy) you will:
Assist in developing new initiatives that contribute to improvements in public health as well as to the mission of the organization.
Conducts extensive research including the review of data from public health literature and other sources.
Develop timely and complete responses to Department of Health and Human Services (DHHS) and others and ensures consistency with organization and DHHS policies.
Develop reports or presentations and performs a variety of analytic duties involving public health and other program issues that contain complicating elements.
Identify policy needs (e.g. legislation) and coordinates the preparation of strategies and proposals in response to those needs.
Oversee a variety of program development activities for the organization.
Lead special projects such as preparing decision papers relating to the funding of programs for use in briefings for a variety of officials, including White House and OMB officials and for getting decisions on major policy issues.

Minimum Qualifications:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: analyzing public health legislation, regulations, executive directives, departmental policy issuances, and other statements of policy.
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: providing advice on the development, evaluation, legislative, regulatory activities, budget initiatives, and policy issues as related to public health program.
Experience must provide evidence of the following:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
