Duties
As a Public Health Analyst (Policy and Issues Management) you will:
Provide an effective planning, policy, budgeting, legislative, and regulatory framework for the Centers/Institutes/Offices (CIO)'s programs and serve as the chief analyst with the responsibility for determining the effectiveness of these programs and the CIO operations.
Work with the Director in the formulation and/or prioritization of program goals, objectives, and broad operating policies.
Advance program objectives through application of sound planning and evaluation concepts and practices, and recommend meaningful changes in planning, including the need for public health legislation.
Establish strategic analytical and implementation program reviews, analyses, practices, procedures, and processes/procedures for implementation of CIO programs and goal plans.
Serve as the principal advisor on public health legislative matters, keeping management informed of legislative developments that have an impact on existing and/or proposed programs, agency relationships, state and local governments, national non-governmental organizations, etc.
Analyze the impact of laws, regulations, and programs on the CIO and propose changes necessary to respond to changed requirements or situations.
Coordinate the establishment and maintenance of systems which will insure effective and efficient CIO responses to correspondence including Congressional, White House, Freedom of Information (FOI) and Privacy Act inquiries, and other priority requests for information or policy determinations on CIO program objectives.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary

Minimum Qualifications:
To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: providing guidance and strategic direction on public health policy, planning, regulations, and evaluation activities of an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to
