Duties
As a Public Health Analyst you will:
Supervise a small contingent of eight (8) positions who compose a team with a team lead. Plans work to be accomplished by subordinates, set and adjust short-team priorities, and prepares schedules for completion of work, when necessary. Assigns work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees. Redirects assignments based on workload and priorities. Gives advice, counsel, or instruction to employees on both work and administrative matters. Participates in interviewing candidates for positions in the work unit. Personally, or recommends to higher-level supervisor appointment, promotion, or reassignment of employees. Hears and resolves complaints from employees, referring group grievances and more serious unsolved complaints to a higher-level supervisor. Effects minor disciplinary measures, such as warnings and reprimands. Refers more serious cases to the supervisor for resolution.
Contributes to the accomplishment of CDC's global health goals by sharing knowledge, tools and the execution of sound management and financial policies. Provides an effective planning, policy, budgeting, legislative and regulatory framework for the Center's programs and serves as chief analyst with responsibility for determining the effectiveness of assigned programs and operations. Serves as liaison with the Department of State on ICASS, Capital Security Cost Sharing, rightsizing, mission strategic plans, and other matters of agency-wide impact. Ensures ICASS rules are implemented in CDC's interest; provides information to CDC posts on ICASS; represents CDC interests in disputes; reviews ICASS data to identify possible errors or unneeded services that CDC staff are assigned to that may cause CDC unwarranted expense.
Coordinates management support to CDC overseas posts on staffing issues, budget review, management of grants and Cooperative Agreements (COAG's), Inter-Agency agreements, contracts, and other management issues. Improves efficiency, reduces duplication, enhances overall co-collaboration through a formalized method that permits a single mechanism (Umbrella Cooperative Agreements) between multiple CDC programs and select countries leading to the achievement of broad goals and improved health outcomes.
Represents CGH on MASO Policy Committee to ensure consideration of international aspects of new or revised CDC policies. Represents CDC on ICASS Working Group and its sub-committees.

Minimum Qualifications:
To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: providing leadership and oversight in the management of public health policy and legislative activities of public health programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
