The primary purpose of this position ls: To serve as information Assurance Specialist and Information technology (lT) specialist on matters relating to operational and accreditation of complex classified IT systems and a8Sooialed Certification and Accreditation (C&A) processes and System Security Plans (SSP).

Duties

Serve as Information Assurance Specialist. Performs as a technical advisor to functional users of IT Provide customer assistance and training and documentation support. Perform feaslblllty studies on Information systems.

  • incumbent must be able to-obtain and maintain a-TS or TS/SCl (Special Compartmented Informational) security clearance.
  • Information Assurance Certification is a condition of employment Thia position includes Information assurance (IA) work as a paramount duty requirement the incumbent of this position must achieve Level II IAT
  • (CONT) certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted. Failure to receive the proper IA certification may result in removal from this position.
  • This Is a drug testing designated position. The incumbent Is subject to pre-employment drug testing as a condition of employment.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes Applying a full range of IT security principles, methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels at the installation, apply sound judgment in the use of security knowledge and in weighing the impact of variables such as granting access to classified keying material and other issues that influence the course of actions taken in resolving security questions or issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of a full range of IT security principles concepts, practices, products and services (including system software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability implementing mitigating improvement and disseminating IT security tools and procedures. A comprehensive knowledge and skill in the application of National, DoD, AF, and Special Access program information assurance and security requirements. 2. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. 3. Knowledge of customers' mission, business processes and operation to anticipate and refine functional requirements. 4: Knowledge of complex configuration management techniques and requirements appropriate to managing base level network systems. 5. Incumbent must be able to obtain and maintain a Top-Secret clearance with access to SCI and SAPs. 6. Ability to communicate orally and in writing sufficient to fully coordinate activities with management officials and other IT specialist, and to provide user training and support. 7.Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition f employment and/or continued access to SAPs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
