The primary purpose of this position is: To serve as Operations Flight Technical Advisor with responsibility for planning and coordinating the information security, installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of unique, cloud-based, enterprise-level network systems as well as an array of local and geographically separated operational business networks.
Duties
DUTY 1: Performs role as a Master System Administrator/Cybersecurity Expert: Secures, plans, coordinates, installs, and maintains DOD wide enterprise-level software and hardware for CAF and test bed infrastructure supporting operational infrastructure.
DUTY 2: Provides cybersecurity technical guidance and instruction to engineers and senior IT specialists.
DUTY 3: Serves as Lead System Administrator/Cybersecurity Expert.
DUTY 4: Maintains liaison with manufacturers, professional organizations, and master level cybersecurity specialists at other installations and services regarding available products and state-of-the-art technologies and advancements.

Qualifications
This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENTS:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. SPECIALIZED EXPEREINCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action. Knowledge of modeling and simulation tools/techniques; capacity management principles, concepts, and tools; systems integration methods; performance tuning methods; test and evaluation methods and procedures; and IT security principles and methods sufficient to plan and conduct simulations to determine capacity requirements and recommend hardware/software replacements in an enterprise level / cloud architecture environment, accounting for future requirements. Knowledge of the total infrastructure protection environment; certification and accreditation requirements and processes; and federal information systems security protocols to integrate information systems security; acquire system/network accreditation; and ensure coordination/collaboration on all security activities. Knowledge of developing/interpreting policies, procedures, security tenets and technical management guidelines to provide advisory services, consultation, technical assistance, delivery of services, and training throughout the organization and community. Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues and cybersecurity issues. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Master of the principles, methods, and information security practices for integrating esoteric information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
Master of the latest advancements in secure information technology to initiate corrective or preventative action to ensure optimum performance of the system.
Master of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions.
Expert of unique operating systems, associated devices, and the interoperability of test lab systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and secure performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
Apply expert methods and information security practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to engineers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
Expert in communicating orally and in writing.
CONDITIONS OF EMPLOYMENT CONT.
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from the position.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
