The primary purpose of this position is: To support the medical Manpower and Equipment Force Packaging (MEFPAK) Responsible Agency (MRA) for Air Force (AF) Medical Readiness as related to program development, sustainment and modernization across the spectrum of AF operations. Duties

Serves as the initial focal point for medical logistics allowance standard management, and coordination of life cycle logistics support for major contingency medical system or subsystem. Monitors, evaluates, and coordinates ILS plan implementation. Monitors medical acquisition projects throughout their execution. Serves as the medical UTC Allowance Standard (AS) technical manager. Develops comprehensive logistics evaluation criteria to measure AS progress in meeting program objectives. Advisor to the medical War Reserve Materiel (WRM) Program Managers in support of Aeromedical Evacuation mission and programs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of theories and principles of logistics management and ILS planning and execution. Knowledge of the missions, organizations, and work processes of programs throughout the command, and the interrelationship of logistical support activities. Knowledge of equipment system life cycle concepts and design as they apply to system research, development, acquisition, and production. Knowledge of analytical techniques and evaluation criteria used in assessing the logistics impact of medical equipment/supplies acquisition programs. Practical knowledge of Air Force medical systems designs along with familiarity of specifications and understanding of maintenance requirements during acquisition and other stages of a system project. Knowledge of ILS support requirements to provide coverage of funding, supply, and a variety of other technical support activities. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of theories and principles of medical and aeromedical systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support. 2. Knowledge of AF medical logistics system life cycle management concepts and design as they apply to system research, development, and acquisition. 3. Knowledge of contractual processes, procedures, and technical requirements. 4. Knowledge of medical logistics WRM, UTC Allowance Standards, and AE UTCs, and commercial medical supply chain theories and principles. 5. Skill and ability in the use of the major operational and logistics information systems such as: Defense Medical Logistics Support System (DMLSS), Allowance Standard Management System, WEBFLIS, Joint Medical Asset Repository (JMAR), Medical Readiness Decision Support and the Joint Operation Planning and Execution System (JOPES), and other related medical information systems. 6. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
