The primary purpose of this position is to serve as the Technical Director, Intelligence Directorate and the ISR (Intelligence, Surveillance and Reconnaissance) Division; advise Director, Deputy Director, ISR Division leadership on issues of a procedural, technical and analytical nature related to ISR modernization of nuclear intelligence enterprise, Non-Traditional ISR.

Duties

Duty 1 - Serves as Senior Intelligence Analyst, Intelligence Directorate. Directs the efforts of the Intelligence Directorate within 8th Air Force that encompasses development of ISR Strategies, Doctrine, Plans and Policies across the Numbered Air Forces (NAF) at the operational and tactical level. Duty 2 - Serves as a senior advisor on intelligence analysis and production. Represents the Director of Intelligence and ISR Division Chief when expert senior level interaction is required across the NAF staff or with external organizations including National level Intelligence Agencies, AFGSC, USSTRATCOM along with their standing Joint Functional Component Commands and Nuclear Task Forces. Duty 3 - Conducts and oversees the most complex analysis of multi-source intelligence. Evaluates relevance and reliability of both classified and unclassified information to understand adversary strengths, weaknesses, and centers of gravity. Duty 4 - Manages and oversees intelligence production. Manages and oversees intelligence production to satisfy component, combatant command, and joint task force and support agency requirements. Duty 5 - Serves as a senior technical authority on ISR issues for agency leadership. Makes authoritative recommendations and defends to the Director and AF ISR Agency staff decisions on operational policy matters; often required to make difficult decisions committing Agency funds or resources impacting future capabilities.

  • Position is designated Special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • An advanced intelligence-related or professional/scientific degree is highly desirable.
  • Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the Professional work category are at the Senior work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of a comprehensive range of intelligence research, collection methods and analytical applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Amasses and analyzes in detail intelligence data using multi-source analytical expertise from either regional or functional background/training to current and operational intelligence missions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities, new hypotheses and theories, and threat assessments. 2. Knowledge of advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. 3. In-depth knowledge of the Theater Air Control System (TACS). Air and Space Operations Center (AOC) and Nuclear Command and Control (NC2) architecture, operational concepts and programmatic structures. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or justify a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: *Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
