The primary purpose of this position is to serve as an all-source intelligence analyst conducting complex analysis and production in support of customer requirements. ***Salary ranges includes local market supplements***

Duties

1. Leads IFTU instructor cadre, ensuring course operations meet intelligence training requirements for AFGSC units. Provides technical advice pertaining to the full life-cycle training system construct. Reviews, alters, or modifies training system performance requirements, objectives, integration, and the estimation of time and resources based on training system analysis, design, development, implementation, and evaluation criteria to ensure timely introduction of new or revised procedures, relevant techniques, or operational concepts into existing or forecasted training programs. 2. Provides oversight for curriculum development, anticipating changes or new developments in technology and/or the intelligence field affecting course curriculum; developing advance plans to ensure timely development of new or revised procedures, techniques, and operations; establishing guidelines for curriculum planning, and reviewing training plans and programs to achieve instructional objectives and the Air Force (AF) mission. 3. Coordinates with AFGSC/A2, academic instructors, SMEs, field unit and AETC/A2 leadership on student performance. Promotes innovative curriculum development and delivery practices by applying knowledge of advanced multi-media technology and appropriate computer software strategies to introduce new program objectives, concepts, techniques, and methodology to prepare for future training challenges. Applies professional knowledge and mastery of learning theory to propose new performance standards and evaluation criteria that advance training effectiveness and accurately assesses attainment of instructional program objectives and leads to program validation, expansion, contraction, or revision, and ultimate success of the military training mission. 4. Collects training requirements, plans/coordinates budget plan with the AETC/A2, monitors budget execution and proposes courses of action to ensure intelligence training funds are obligated in accordance with AFGSC/FM established timelines. 5. Instructs AFGSC Intelligence students through assigned blocks of instruction at determined technical levels. Studies course objectives, technical orders, and other materials to prepare for assigned courses, blocks, and/or units of instruction. Prepares, maintains, and presents diverse material; formulates training aids/devices; maintains classroom decorum; and ensures supplies, equipment, and classrooms are available for training. 6. Leads course development and modification; makes adjustments in presentations or instructional methods to resolve difficult classroom problems. Applies knowledge of training principles and techniques to motivate students and make instruction as effective and interesting as possible. Mentors new instructors on required proficiency levels for areas assigned. Reviews training for effectiveness in meeting lesson objectives. Initiates documentation, updates student training records, and schedules resources required for instruction. 7. Monitors and evaluates student progress. Administers complex measurement devices and provides feedback to students; maintains security over measurement devices. Observes and assesses student classroom activities and participation. Evaluates student performance; provides feedback and recommends special study or disposition for students who cannot assimilate materials. Counsels students to identify and resolve challenging problems. Assists students requiring remediation by providing Special Individualized Assistance (SIA). Maintains student administrative records.

  • This position requires the Defense All-Source Analysis Certification (CDASA). This certification must be obtained within 24 months once employee meets certification eligibility requirements.
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below based on the Qualifications Standards developed for the DCIPS PILOT program. This position is covered under DCIPS work level (WL) 2 and covers the GG-12 grade level for pay purposes. The selectee's salary will be set within the salary range based on the selectee's qualifications in relation to the position as determined by the selecting official. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Must have at least a high school diploma or GED plus seven years of relevant experience, or an associate degree plus five years of relevant experience, or a bachelor's degree plus three years of relevant experience, or a master's degree plus one year of relevant experience or a doctoral degree and no experience. (Preferred degrees include engineering, mathematics, physical sciences, cyber, data analytics, life sciences, or social sciences) Relevant Experience: Employing intelligence methodologies/tradecraft; data collection/information systems; analytic tradecraft; multi-source intelligence data/information; intelligence analysis; foreign policy analysis; international relations analysis; geopolitical analysis; weapons analysis; and/or military analysis; customer/partner interaction and collaboration. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the intelligence process/cycle and the various intelligence disciplines (ie the INTs). Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. 2. Knowledge of analytical tradecraft principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation. Knowledge of cognitive biases, competing hypothesis, and formation of critical arguments/evidence. 3. Knowledge of the national intelligence community, Joint partners, DoD structure, organizations, and mission/functions, inter-relationships and operations. Knowledge of Intelligence Community Directives (ICDs), and the Standards, Guides, and Best Practices of the Office of the Director of National Intelligence (ODNI). 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Skill in analytical writing and briefing. 5. Ability in oral and written delivery of intelligence in the form of briefings, conferences, VTCs, and intelligence production processes. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
