The primary purpose of this position is to serve as the AFRC Airfield Infrastructure and Career field program manager for AF wide (mission-oriented program of varying size frequently requiring modification of a wide range of variables).

Duties

DUTY 1: Program Manager and Subject Matter Expert Air Force Wide Airfield Infrastructure and Career field programs. DUTY 2: Conducts and/or leads studies and/or initiatives to improve programs and/or influence policy changes for assigned functional area that typically involve long-range, highly complex, and often sensitive topics. DUTY 3: Provides advisory services to managers, supervisors, and employees on airfield infrastructure and career field management programs. DUTY 4: Analyzes and evaluates a wide range of complex AF wide functional requirements, objectives, operating methods, and new and proposed regulatory guidelines. DUTY 5: Performs supervisory responsibilities, less than 25% of the time to one subordinate employee.

  • Fifteen years of airfield infrastructure and career field management experience are desirable.
  • Incumbent must obtain and maintain the appropriate security clearance for the position.
  • Incumbent may be required to work uncommon duty hours to ensure mission accomplishment.
  • Incumbent may be required to travel by military or commercial aircraft to air bases on temporary duty status.
  • This is a Drug Testing Designated Position. The employee is subject to random drug testing

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 or above grade level in the Federal service which includes application of of qualitative and quantitative methods for the assessment and improvement of critical plans and programs for participating in and conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, foreign military sales, contingency operations, force management, system integration. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer the Air Force wide airfield, infrastructure, and career field management programs. 2. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory airfield, infrastructure, facilities, and inspection programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 3. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5. Skill in justifying, defending, and recommending decisions on an end-to-end program within a matrix structured organization. 6. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
