Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) Officer. to serve as the Senior Reserve Advisor to the Sustainment Center Commander, providing operational planning, strategic guidance, and execution to the Commander, Vice Commander, and Directors. with respect to situational awareness and operational control of Reserve activities with respect to Air Force Service execution. RESPONSIBILITIES: 1. Plans, organizes, coordinates, and maintains situational awareness of the Sustainment Center assets and forces within the Center. Assists the Sustainment Center Commander in planning a11d coordinating future operations; direct and control current mobilization; protect forces and critical infrastructure. 2. Evaluates the management of assigned resources and assesses the ability or AFRC units to perform their mission. Defines problems impeding the effective accomplishment of unit missions. Provides factual information upon which to hue corrective actions. 3. Serves as the Senior Advisor/Special Assistant to the AFRC Commander, providing expert advice on all aircraft maintenance operations and issues as well as direction of special projects. 4. Stays abreast of policy decisions made by higher agency levels which have an impact on assigned programs or mission. Recommends initiatives, special projects, and broad studies with shared responsibility for planning and evaluating integrated operations, programs and policies. 5. Represents the AFRC Commander at hip-level meetings, boards, conferences, and meeting... Maintains continuous liaison with Air Staff, DoD, and counterparts at Other commands and agencies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions., SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-14) or equivalent. Specialized experience which includes having comprehensive and detailed knowledge of planning, directing, organizing, coordinating maintenance activities and funding of aircraft maintenance functions. Mastery of a wide range of concepts, principles, practices, laws, and regulations of strategic, operational, and long range planning methods, processes, and analytical techniques. Highly knowledgeable of AFRC/military command structure, missions, programs, plans, policies, and organizational relationships from peacetime through full mobilization. As well as a mastery in planning, organizing, and directing team study work, and negotiating effectively with the AFRC and Staff and with counterparts at MAJCOMs, Air Force, and military agencies. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of concepts, principles, practices, laws and regulations of Maintenance management functions and of trends or current developments within the function. 2. Knowledge of the missions, roles, functions, organizational structures and operations that govern and interface with Sustainment Center customer requirements for identification of strategic and long range management planning issues. 3. Ability to objectively analyze information, identify new developments, and direct appropriate Maintenance program actions. 4. Ability to plan, organi7.c and direct team study work/special projects and to influence management to support and implement recommendations. 5. Must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. 6. Skill in establishing and maintaining effective working relationships. 7. Ability to exercise tact and diplomacy in relations with high ranking military and civilian officials. Ability to communicate both orally and in writing. OTHER SIGNIFICANT FACTS: 1. This Is an Art Reserve Technician (ART) Officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, primary not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UT A). 2. This is an AFRC key management ·position, in which, the incumbent is required to formulate, determine. and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. 3. Must be able to obtain and maintain a Top Secret Clearance. 4. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. 5. This is a pre-employment drug testing designated position. The incumbent is subject to random testing for drug use. 6. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the responsibilities inherent in a senior command position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
