The primary purpose of this position is to serve as Chief, Resources Division in the Directorate of Air, Space and Information Operations at a major command (AFRC) with responsibility for directing the activities of Division: Aircrew Management, Aviation Resources Management, Flying Hours, Directorate Resources, Systems and Information Integration, and Advanced Programs.

Duties

As Division Chief, plans, organizes, and oversees the activities of the Division. Exercises supervisory personnel management responsibilities. Establishes, develops, and maintains effective working relationships with AFRC Directorates, HQ USAF staff, AFPC, ARPC, AETC, other operational MAJCOMs, and Numbered Air Forces (NAFs), wings, and operations groups. Aircrew Management. Resource Advisor.

  • Must possess a high degree of tact and diplomacy as the position requires numerous contacts and dealings with high ranking military and civilian personnel up to an including Air Staff level.
  • This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing and be subject to reasonable suspicion testing and safety mishap or accident testing.
  • May be required to work unusual tours of duty or extended hours in the event the mission requires it.
  • This is a non-flying position, however, rated experience is desirable
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes 1) Planning, coordinating, analyzing, and managing changes to an agencies total force structure. 2) Developing, coordinating, and integrating force structure decisions during the force accounting and documentation cycles and the Planning, Programming, Budgeting and Execution System (PPBES). 3) Developing informed recommendations and providing cogent advice and guidance to senior Agency leaders. 4) Assuring reasonable equity among groups and teams; for performance standards and rating techniques; assuring comparable assessment by subordinates of the adequacy of contractor capabilities and work completed. 5) Explaining performance expectations to subordinate supervisors and employees directly supervised and providing feedback on strengths and weaknesses. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Aircrew Management, Aviation Resource Management, Aircrew Flight Equipment, Information Technology, and Advanced Programs/Simulations/Innovations. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or assessment and evaluation of program goals and objectives. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Mastery knowledge of air operations and knowledge of fighter and mobility flying training programs and policy and flying hour modeling and justification. 7. Skill and knowledge in each factor relevant to rated officer and non-rated aircrew accession, and experience modeling to include the Composite Absorption Analysis Model (CAAM), Specialized Pilot Absorption Analysis Model (SPAM) steady state models, and non-steady state experience "ager" models used for building or declining weapon systems PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
