Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer, performs duties and responsibilities as the Commander of the HQ AFRC Force Generation Center (FGC) in planning, directing, and managing all aspects of the mission of the FGC. RESPONSIBILITIES: 1. Plans, directs, organizes and manages all aspects of the FGC, to include its role as the single point of entry/exit for AFRC capability, oversight/visibility/tracking of AFRC forces, developing AFRC force options to support internal/external requirements and conduct of the transactional processes to generate and support in-transit movement of AFRC forces. 2. Develops and evaluates policies and procedures for FGC operation. Ensures the design and implementation of structures, processes, policies and procedures result in an efficient and effective organization. Analyzes a wide range of short and long-term issues resulting from changing legislation and policies and new technology to assess the effect on the FGC mission/capabilities in order to develop and program appropriate strategies. 3. Serves as senior advisor to the AFRC Commander/Vice Commander and senior staff, providing counsel and guidance to them on all issues concerning the generation of AFRC capability to support external and internal requirements and on solutions to controversial and/or highly sensitive issues. 4. Represents HQ AFRC in negotiations and discussions DoD, USAF, ANG, MAJCOM and other agencies in regard to the policies, processes and laws affecting generation and oversight of AFRC forces. Meets with key management officials and representatives to explain FGC policy and procedures, interpret statutory guidance and agree on proposed plans as well as resolve problems that arise. 5. Exercises supervisory personnel management responsibilities. Establishes, revises, or reviews policies, procedures, mission objectives and organization design for the staff, as needed, to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, and in response to concerns with regulatory compliance and/or customer responsiveness.

Qualifications

In order to qualify, you must meet the special experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: : At least one (1) year of specialized experience at the next lower grade (GS-14) or equivalent in the Federal service that demonstrates your ability to: administer and manage all aspects of Air Force Reserve. This experience and responsible is multifaceted to include oversight/visibility/tracking of AFRC forces, developing AFRC force options to support internal/external requirements and conduct of the transactional processes to generate and support in-transit movement of AFRC forces. The roles and missions of the various areas are carried out independently through subordinate structure; however, extensive collaboration, coordination and integration are required. Subject position formulates goals and objectives and establishes policies and plans that integrate requests from internal and external users for AFRC forces/capability on behalf of the Command. Negotiates with DoD, USAF, MAJCOMs, ANG, and other agencies regarding requirements for AFRC forces, legislative changes, policies, procedures, goals and objectives. MILITARY REQUIREMENT: For GO position: This is a General Officer position; therefore the incumbent must hold the military grade of Brigadier General or Colonel who has been selected by the Reserve Brigadier General Qualification Board (RBGQB). FEDERALTIME-IN-GRADE (TIG)REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of concepts, principles, practices, laws, and regulations of strategic, operational, and long range planning methods, processes, and analytical techniques. 2. Ability to objectively analyze information, identify new developments, and direct appropriate program actions. 3. Knowledge of planning, organizing, and directing work and negotiating effectively with the AFRC staff and counterparts at DoD, HQ USAF, MAJCOMs, ANG and other agencies. 4. Ability to develop effective policies, goals, and sound management practices to successfully direct all of the functions of the Force Generation Center. 5. Ability to plan, organize, and direct the functions and to mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 6. Knowledge of personnel management principles as they relate to supervisory duties. Ability to communicate effectively, both orally and in writing. 7. Skill in establishing and maintaining effective working relationships. 8. Knowledge of and skill in the application of rated aviator expertise; of the capabilities, limitations, and techniques for employment of unit aircraft; and flying operations and aircrew training requirements, contingency planning and readiness requirements. OTHER SIGINIFICANT FACTS: 1. This is an Air Reserve Technician (ART) officer position. Incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UT A) weekends as required. 2. The incumbent may be required to fly in military or commercial aircraft to perform temporary duty (TDY) assignments. 3. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 4. Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully direct and manage the FGC. 5. This is designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. 6. This is an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. 7. Incumbent is required to obtain and maintain a Top Secret clearance. 8. This is a testing designated position (TDP). The employee is subject to random drug testing. 9. Must be a rated aircrew member on flying status and periodically, as prescribed by Air force directives, must take and pass standardization and evaluation flight examinations to demonstrate flight proficiency. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
