The primary purpose of this position is: to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Personnel Reliability Program (PRP) Administrative Qualification (AQ) Cell.
Duties
Plans, organizes, and directs the activities of the Air Force Personnel Center's (AFPC) Personnel Reliability Program (PRP) Administrative Qualification (AQ) Cell, ensuring that the Personnel Reliability Program complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Conducts in-depth member PRP interviews to evaluate and determine suitability.
Represents the Personnel Reliability Program Administrative Qualification Cell with a variety of installation and functional area organizations.

- This is a Centrally Managed position in the Operations Career Field
- Nuclear experience in Operations, Maintenance or Security is critical to the successful completion of assigned duties.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Work requires access to classified information. Incumbent must be able to obtain and maintain a Top Secret clearance.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- This position requires a high degree of discretion due to access to sensitive information.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes knowledge of a wide range of principles, policies, procedures, practices, rules, guidelines, pertinent laws, regulations, precedents, major issues, program goals and objectives, and administrative operations related to nuclear surety and the DoD Personnel Reliability Program in order to support the Air Force nuclear enterprise; Knowledge of the Air Force nuclear enterprise, to include major weapons systems, bases, units, locations, missions, and requirements, and knowledge of operational, sustainment, and administrative aspects of the nuclear enterprise; Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations, to include adapting or developing new or modified methods.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of principles, policies, procedures, practices, rules, guidelines, pertinent laws, regulations, precedents, major issues, program goals and objectives, and administrative operations related to nuclear surety and the DoD Personnel Reliability Program in order to support the Air Force nuclear enterprise.
Knowledge of the Air Force nuclear enterprise, to include major weapons systems, bases, units, locations, missions, and requirements, and knowledge of operational, sustainment, and administrative aspects of the nuclear enterprise.
Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule,
and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of
program operations, to include adapting or developing new or modified methods.
Knowledge of the Nuclear Weapons Personnel Reliability Program (PRP), to include all aspects of administrative qualifications, certification and decertification processes, evaluation guidelines, and PRP suitability factors.
Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures; Skill in gathering, assembling, and analyzing data/facts, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems.
Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing; program requirements within available resources and with minimum sacrifice of quality or quantity of work, to include skill and ability in evaluating personnel and medical records summaries against nuclear surety standards; Ability to communicate effectively, both orally and in writing as well as ability to plan, organize, direct the functions of, and lead the staff of a small to medium sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
