The incumbent performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to analyzing, evaluating, and/or improving the efficiency of internal administrative operations.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at General Schedule Qualification Standards Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. Specialized experience for the GS-11 is 52 weeks of service at the GS-09. Experience includes: Participating in the identification and development of data required for use in the management and directions of programs, initiatives, projects and the contact centers of the Office of Patents Stakeholder Experience (OPSE). Preparing guidance documents for work plans, evaluations, or reports to leadership; and/or Researching program methods and establishing procedures for program requirements. Specialized experience for the GS-12 is 52 weeks of service at the GS-11. Experience includes: Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives; Designing, developing, implementing, and maintaining control systems for management and tracking updates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
