About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).
Duties
Establish relationships with national, state, local, and/or military leaders with vested interests in improving quality of life for service members and/or their families.
Assign work to subordinates based on priorities, consideration of the difficulty and requirements of assignments, and/or the capabilities of employees.
Present technically authoritative information to develop policies advancing programs in support of service members and their families.
Develop program strategies and develop a far-reaching plan of action to ensure the survivability of a resale system, lodging and/or other business operations.
Evaluate existing military resale, lodging, and/or other business programs through comprehensive financial, budget, and/or execution reviews.
Gather statistical data and quarterly/annual reports to evaluate operating performance and to make authoritative recommendations regarding military resale, lodging and/or other related programs.
Develop policies and respond to policy inquiries for the operational performance of military commissaries and exchanges; Morale, Welfare and Recreation (MWR), temporary lodging; and/or other APF/NAF business programs.
Develop strategies and processes for resolution of complex program or policy issues that impact service members and their families.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- One-year probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.
- One year supervisory probation period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience which includes evaluating the delivery of programs, services, and/or facilities related to military commissaries, exchanges, lodging and/or Morale, Welfare and Recreation (MWR); developing policies for quality of life military community and family support programs; developing fiscal strategies to enhance (MWR),resale activities, and/or non- appropriated funds (NAF) programs; collaborating with various stakeholders to develop strategic plans; and performing supervisory responsibilities, such as; assigning work, evaluating work performance, interviewing candidates for positions and identifying training needs of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
