Duties
Provide direct supervision to staff assigned to the Administrative Division.
Plan/assign work and evaluate performance; approve leave for civilian personnel; set performance standards and provide feedback and counseling on technical/administrative matters
Coordinate the recruitment and scheduling of department personnel to meet workloads demands and ensure appropriate mix of staff (military and civilian).
Develop and monitor metrics and other tools to evaluate and continuously improve the efficiency and effectiveness of the department delivery of health care.
Perform cost and efficiency analysis and compares them with appropriate civilian and military benchmarks.
Manage departmental business and administrative requirements, including budgeting, strategic planning, scheduling, productivity, logistics and beneficiary satisfaction.
Develop and implement a strategic business plan for the service line that will carry, it into the future. Addresses clinical, business and organizational priorities consistent with NMCSD mission, vision, and values. I
Identify strengths, weaknesses, opportunities, and threats (SWOT) analysis.
Plan, recommend, implement, coordinate, monitor and evaluate specific functions, services, programs and facilities associated with department administrative activities, with an emphasis on improving clinical and business performance.
Oversee DMHRSi compliance for the department as the Timecard Approver, r, with supervision over division timekeeper.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes developing, reviewing and updating of department policies and procedures (SOP Manuals), monitoring and analyzing clinical workloads, productivity and staffing requirements; developing an annual budget and reviewing expenditures.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
