About the Position:This position is in the Naval Medical Center Office of Market Operations, San Diego, CA. San Diego is a city on the Pacific coast of California known for its beaches, parks and warm climate. Immense Balboa Park is the site of the San Diego Zoo, as well as numerous art galleries, art studios museums and gardens. A deep harbor is the Home to a large active naval fleet, with the USS Midway an aircraft-carrier-turned-museum, open to the public. This is a Direct Hire Solicitation

Duties

Evaluate health care delivery in the Market based on intensive and extensive expertise and experience. Develops strategic and long-range plans, including measurable performance goals and objectives that feed into and contribute to the Quadruple Aim Performance Process (QPP) planning cycle. Make recommendations to leadership concerning allocation or reallocation of resources in accordance with assigned missions, workloads, and standards of performance. Provide operational level advice to the Market and associated military treatment facilities. Lead multidisciplinary teams to optimize clinical production, preparing and analyzing cost and workload data, conducting outcome/efficiency studies, preparing health care business plans, and making recommendations. Represent the Market Analysis and Evaluation Director in meetings with various Market elements and operating activities, other commands, agencies, higher authority in conducting business planning activities.

• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes serving as a senior market analyst expert for healthcare facility, applying a variety of qualitative or quantitative methods to develop long-range strategic health plans and near-term operational business plans, conducting studies of market healthcare delivery systems; developing healthcare facility performance goals. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
