About the Position: This position is located Clinical Optimization Naval Medical Center, San Diego, California.

Duties
Conduct feasibility studies and organizational reviews within the Market and make cost-benefit recommendations based on the results.
Oversee the management/timeliness of CLR processes for completeness, legibility, and timeliness of posting of consultation reports to and from civilian network providers.
Develop MTF compliance plan for Centralized Referral Review.
Serve as liaison between MTF providers, civilian network facilities/providers, Health Care Finders (HCFs), relevant MCSC staff, and other members of the Healthcare Operations Directorate on matters relating to consultation and referral practices.
Prepare and present briefings as required related to the command’s referral management activities to facilitate communications and awareness and highlight performance improvements successes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes utilizing various databases and healthcare systems to monitor the healthcare delivery processes within a medical treatment facility; providing administrative support in the area of budget, personnel, and/or resource management; and analyzing healthcare data to identify problems and/or provide recommendations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
