You will serve as the Strategic Communication and Outreach & Engagement Specialist within the Security and Insider Threat Directorate (NIA N7). The incumbent is responsible for directing, managing and overseeing complex communications program for the internal and external efforts of the organization. This position is located in Arlington, VA in the NAVAL INTELLIGENCE ACTIVITY.
Duties
You will serve as the principal organization liaison in representing communication programs to the organization public affairs staff.
You will provide advice and counsel on strategic messaging to NIA, it's directorates, and the Navy on behalf of the Insider Threat Program.
You will develop measures of effectiveness for implemented processing, programs, marketing and initiatives; recommends changes or improvements in communications methods, briefings, newsletters and procedures.
You will represent the organization at Navy meetings designed to synchronize communications and engagements.
You will maintain editorial and content calendars to organize the delivery of content, ensuring social media communication strategies are coordinated with all relevant stakeholders.
You will maintain awareness of current trends in social media in order to keep NIA and the Navy's presence aligned with best practices to maximize effectiveness of communications and social media efforts.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period requirement.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Developing and coordinating the execution of integrated and external communication strategies and plans to support the command and it's supported/supporting organization to improve operational efficiency; 2) Working closely with leadership and commands to coordinate messaging and public remarks aligned with priorities and guidance as well as the organization's strategic vision, goals and plans; 3) Assisting with the planning, design, and execution of a variety of events and engagements to inform and educate internal, external, and public audiences about the Insider Threat Program and services; 4) Ensuring content and strategy adheres to relevant DOD,IC,DON,NIA and Navy regulations and guidelines, best practices, NIA priorities, messaging and brand.
