You will serve as a GG-0080-13 Security Specialist in the Sensitive Compartmented Information (SCI) Policy Division, NAVAL INTELLIGENCE ACTIVITY, where you will analyze, interpret, recommend, and implement supplemental SCI security policies pertaining to a wide range of security issues and general security administration for the protection of sensitive or classified information, personnel, facilities, resources, processes, or other sensitive materials. This position is located in Arlington, VA.

Duties

You will analyze, interpret, recommend, and implement Sensitive Compartmented Information security policies for personnel, physical, information, technical, industrial, international engagement, and general security administration issues. You will coordinate and recommend new policy, plans, and procedures designed to increase effectiveness and adequacy in response to emerging trends and matters of national security. You will identify and evaluate new and/or revised policy changes, trends, issues, and advise senior level officials on their impact. You will conduct security administrative duties to include support in the execution of Preliminary Inquiry Reports of security violations, processing periodic reviews, message traffic handling, e-QIP, and DISS/JPAS/JCAVS database management. You will prepare instructions and other material regarding a wide range of security programs, including Sensitive Compartmented Information, Special Access Programs, polygraph, foreign disclosure, technology transfer, and/or security administration. You will develop Sensitive Compartmented Information Personnel and Information Security Implementation policy guidance to ensure consistency with executive, national, Department of Defense, and Navy regulatory and policy requirements. You will represent the command at working groups and meetings.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Must obtain Security Professional Education Development (SPeD) Program certification at the Security Fundamentals Professional Certification (SFPC) level within 24 months of selection.
  • Travel required within/outside U.S.
  • Must have the ability to climb ladders, bend, twist, and crawl along floorways and under deck plates and equipment.
  • Must have normal color vision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Develop, coordinate, and recommend new Sensitive Compartmented Information (SCI), Personnel, and Information Security Implementation policies, plans, and procedures. 2. Provide support to leadership in the coordination and preparation of national disclosure policy inputs and responses to inquiries and reports. 3. Conduct security administrative duties such as the execution of preliminary inquiry reports of security violation, processing periodic reviews, message traffic handling, and investigative database management. 4. Resolve highly complex Sensitive Compartmented Information (SCI) security issues concerning the organization's SCI security programs. 5. Prepare instructions and other materials for a wide range of security programs to develop curricula and deliver security awareness, education, and training.
