You will serve as Supervisory Security Specialist at the GG-14 grade level performing technical, administrative and management tasks that involves planning, directing, assigning, leading, and monitoring the work of the unit; hiring or selecting employees; managing and appraising employees and organizational performance; disciplining employees; resolving employee complaints; and supporting the development of employees.

Duties

You will plan, direct, assign, lead, and monitor the work of the unit. You will hire/select employees, manage and appraise employee and organizational performance. You will discipline employees, resolve employee complaints, and support the development of employees. You will make decisions that impact the resources (people, budget, materials) of the work unit. You will ensure the technical quality and timeliness of the work produced by employees in the unit, and collaborate with supervisors across the organization in unstructured situations. You will oversee work that consists of development, evaluation, and implementation of policies, procedures, standards, training, and methods for identifying, preventing, and protecting information, personnel, facilities, operations, or material. You will provide guidance on policies, instructions, procedures and SCI control systems. You will develop analyses, evaluate and advise on services, processes, and functions of the Personnel, Industrial, and Information Security Divisions as well as those of the SSO Navy worldwide enterprise. You will provide recommendations and make decisions which impact SCI security policy and programs. You will provide assistance to the SSO Navy in efforts to develop and execute strategic planning and budget objectives for the SSO Navy Personnel, Industrial, and Information Security Program. You will manage, execute and validate funding expenditures based on facility, equipment and personnel requirements. You will conduct assessments of internal division and worldwide SSO Navy SCI facilities personnel security processes and procedures to identify and correct weaknesses, inefficiencies, redundancies and/or errors. You will prepare and present briefing studies, assessments and evaluations relative to the SCI personnel, information, SETA and Industrial security programs to high level managers and senior planners. You will implement and formulate SCI policy and training guidance for SSO Navy. You will ensure a dynamic and viable Security Awareness and Education Program that meets National and Navy directives. You will develop and maintain SCI Security Professional skill-sets and awareness of the SCI security directives, policies, and procedures. You will develop training products and aide to deliver SSO/SSR SCI Security Training.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require a Polygraph Examination.
  • Must have the ability to climb ladders, bend, twist, and crawl along floorways and under deck plates and equipment.
  • Must have normal color vision.
  • Must obtain Security Professional Education Development (SPeD) Program certification at the the Security Fundamentals Professional Certification (SFPC) level within 24 months of selection.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Providing guidance on policies, instructions, procedures and sensitive compartmented information (SCI) control systems. Conducting security analyses and assessments and interprets information providing recommendations or making decisions which impact sensitive compartmented information (SCI) security policy and programs. Preparing and presenting briefing studies, assessments and evaluations relative to the sensitive compartmented information (SCI) personnel, information, security education training and awareness (SETA) and Industrial security programs to high level managers and senior planners. Planning, directing, assigning, leading, and monitoring the work of the unit. Managing and appraising employees and organizational performance, disciplining employees, resolving employee complaints, and supporting the development of employees.
