About the Position: About the Position: Serves as senior Program Analyst in the IF/RCO Program Office, Financial Management Division with the responsibility and authority for the financial management program planning and evaluation functions and budget formulation/analysis for the assigned area which include the review and analysis of the progress of assigned programs, utilization of funds, and effective attainment of scheduled program objectives and milestones.
Duties
Serve as a Program Analyst with responsibility for performing a variety of duties in all phases of financial management to include preparing, executing, and monitoring spend plans for assigned programs.
Reviews, analyzes, and interprets financial management planning documents and directives received from the higher echelon for the purpose of becoming thoroughly familiar with DA and DOD planning requirements.
Develops internal methods, procedures and controls to ensure adequate funds control and effective execution of appropriations made available to the organization.
Serves as primary financial advisor to Chief Financial Management Branch organization.
Makes an intensive analysis and evaluation of proposed program requirements and project control schedules to assure compatibility, realism, program balance, proper time phasing, etc.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty travel (TDY) required up to 25% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually and thereafter.
- A one-year probationary period may be required.
- Must be able to obtain and maintain a Secret clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
- This position requires Level III certification in Acquisition Career Field BUSINESS-FINANCIAL MANAGEMENT within 24 months of appointment.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.
Qualifications
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.

Specialized Experience: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). One year of specialized experience which includes Financial Management, Fiscal Law and funds execution, this includes formulating and managing the day-to-day execution of Research Development Test & Evaluation (RDT&E), Procurement, Operations and Maintenance Army, Overseas Contingency Operations, and Customer Order (Reimbursable and Direct Cite) funds. Analyzing monthly status of funds reports to develop necessary internal adjustments (cost transfers, Unmatched Transactions, clearing intermediate document errors, Unliquidated Obligations/Negative Unliquidated Obligation). Experience with financial management database tools such as GFEBS, LMP, PMRT/CCaRs databases.
