About the Position: This position is with the U. S. MSCoE, Homeland Defense/ Civil Support Office, Quality Control Internal Review on Fort Leonard Wood. The Fort covers more than 61,000 acres and is located in Pulaski County, Missouri. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2 hour drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Fort Leonard Wood.
Duties
Serve as a Risk Management and Internal Control (RMIC) program evaluator, review and monitor new and ongoing resource programs and management systems.
Use professional knowledge of Analysis Design Development Implementation Evaluation (ADDIE) and evaluation concepts to analyze and evaluate development of training strategies, training courses, materials, and products.
Conduct extensive research within multiple systems of record, databases, and regulations to determine if products comply with established requirements.
Establish milestones for corrective actions to be completed based on knowledge of organization's goals, objectives, and timeliness provided by higher echelons.
Use statistical, mathematical, and other techniques to analyze qualitative and quantitative data.
Prepare and submit Homeland Defense/Civil Support Office RMIC reports in accordance with the MSCoE Risk Assessment and Internal Control Evaluation Plan (ICEP).
Design, develop and conduct surveys for internal and external evaluations in the Verint EFM system for H0meland Defense/Civil Support Office training and education programs to evaluate training strategies, training courses, materials, and products.
Identify training and training development needs, deficiencies, and resource requirements.
Design final reports that include charts or other graphics to visually depict statistical findings and make recommendations to senior leaders for corrective actions.
Conduct internal evaluation of MSCoE, Homeland Defense/Civil Support Office functional courses.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to obtain and maintain Army Quality Assurance Program (AQAP) evaluator certification within twelve months of appointment and participate in Quality Assurance Evaluator Development Program (QAEDP).
- Incumbent is required to complete all necessary training and obtain the certification requirements to serve as an Internal Control Evaluator (ICE) in accordance with the most current RMIC regulations and policies.
- A Secret Clearance is required f0r this position.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes: assisting in conducting analysis and producing collective training products; developing and instructing training courses; and assisting in the performance of analysis, design, development and evaluation of course ware. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
