About the Position: Serves as a Management Analyst in a Project Office. Performs and coordinates a wide variety of human resources and management functions.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Serves as point of contact for information regarding management status reporting requirements and human resources management compliance.
Acts as liaison to the servicing Civilian Personnel Advisory Center (CPAC) for all aspects of the human resources process.
Provide guidance to management and employees regarding Acquisition Demo (ACQ Demo) policies, procedures, and policy directives.
Collaborate with senior management to implement the strategic human resources management program, and other programs to support effective Project Office recruitment strategies.
Perform a wide variety of Civilian Human Resources and manpower management functions on behalf of the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- A one-year probationary period may be required.
- Must be able to obtain and maintain a Secret clearance.

Specialized Experience: One year of specialized experience which includes: 1)Performing a variety of civilian human resources and management functions such as recruitment, staffing, and/or classification; 2) Utilizing established procedures to process and monitor personnel actions (i.e., Request for Personnel Actions (RPA's); 3) Providing recommendations to management regarding personnel and manpower actions; 4) Performing actions required to manage and monitor manpower authorizations for military and civilian strength; and 5) Overseeing the training requirements of employee's within the assigned organization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11).
