Duties

WHAT IS THE CFO - Chief Financial Officer DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Revenue Financial Accounting, Unpaid Assessments and Analysis The following are the duties of this position at the full working level. Develops, and oversees the development of a wide range of financial management policies, standards, and procedures; provides expert counsel on the interpretation and application of such standards and carries out broad analytical projects pertaining to the Internal Revenue Service (IRS') financial responsibilities. Ensures that agency-wide financial policies and standards are fully compatible with internal (e.g., Internal Revenue Manual, Internal Revenue Code, and Department of Treasury Directives) and external [e.g., Congress, General Accounting Office (GAO), and Office of Management and Budget (OMB)]Government-wide guidance. Provides analytical expertise and experienced judgment and knowledge of a wide range of financial or statistical qualitative, quantitative, evaluative, and analytical methods and techniques. Formulates and applies complex financial methodologies or statistical qualitative, quantitative, evaluative, and analytical methods and creates techniques to assess program effectiveness. Analyzes business cases, cost data, and creates the costing methodology to determine the financial soundness of proposed initiatives, including return on investment. Applies new theories, methodologies, or technology to financial programs and interprets new legislation or regulations for application to the total complement of the agency's financial systems and processes. .

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-15: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. At this grade level, you will represent management at a high level. Your project assignments as an analyst involve formulating financial policies and evaluation of financial strategies impacting complex financial management programs, systems, or issues that result in significant impact to the agency. Your project assignments should demonstrate comprehensive, expert knowledge of a wide range of financial or statistical qualitative, quantitative, evaluative and analytical methods and techniques to assess program effectiveness; as well as extensive knowledge and understanding of financial management programs, including financial and management structure, financial accounting and budget systems, processes, and operations, and financial policies and procedures. Expert knowledge of a wide range of pertinent data gathering techniques and their use with complex and highly technical program areas to ensure quality of analyses and the ability to develop or oversee the development of a wide range of agency-wide financial management policies, standards, and procedures. Your experience must also demonstrate the ability to conduct independent research, establish contacts, resolve complex problems, interpret new or proposed legislation or regulations and assess impact to financial operations and systems, and determine resource impact of program changes, independently lead team members to assess the effectiveness of complex agency-wide financial programs and policies, and improve existing business processes. Project assignments must include developing conclusions and recommendations based on analysis, participating with cross-functional workgroup's, and conducting final presentations to all levels in the organization, using networking and innovative techniques to persuade. Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
