The primary purpose of this position is to serve as the Facility Manager, performing operations and maintenance (O&M) duties in support of the 480th Intelligence Surveillance and Reconnaissance Wing. The position is responsible for planning, programming, obtaining approval/funding, and executing Real Property Maintenance Account (RPMA) activities.

Duties

Performs a wide range of facility management duties to ensure successful maintenance, repair, upgrade, and operation of a variety of extremely technical infrastructure and intelligence facilities by managing facility and engineering programs that guarantee mission accomplishment. Incumbent is directly responsible for real property and civil engineering actions affecting the 480th ISRW Headquarters facility and associated grounds and parking areas. Independently responsible for technical design, engineering, and construction issues impacting current and future operations. Implements and evaluates programs to manage facility safety risks, facility fire safety risks, facility response to emergencies, and risk management associated with physical security, hazardous materials, and waste. Maintains a safe environment and implements systematic processes that identify and eliminate safety hazards to facility occupants, consistent with Air Force and local base standards. Plans and oversees a fire safety program that prevents risks of fire, provides Life Safety Code compliance or equivalent protective measures, and ensures appropriate response of systems and people in the event a fire occurs. Oversees facility management resources including service contracts, financial programs, space utilization, and information resources. Executes facility management programs that often require frequent modifications, additions for new equipment site preparation, and service modifications, while preventing waste and abuse in execution. Advocates and negotiates facility space utilization to promote efficient workflow, complies with space utilization standards, and avoids spending for unnecessary alterations.

  • Serves “on call” and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Specialized Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge to apply the full range of principles, concepts, and practices concerning facilities and equipment operations sufficient to plan, coordinate, direct, and monitor facility operations to determine facility and grounds maintenance and repair needs; prepare statements of work and oversee a program involving limited technical issues and specific and well-defined objectives; knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for maintenance repair, new construction, alteration projects, replacement of existing equipment, or increase in services. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in overseeing teams and managing the upkeep, maintenance, and repair of buildings, grounds, and essential equipment. Knowledge of facility standards, construction methods, and regulatory compliance, along with contracting procedures. 2. Knowledge in plumbing, HVAC, and fire protection, aligned with Air Force Civil Engineering protocols. Knowledge and understanding of program budgeting for project alignment with available funds. 3. Knowledge and adherence to health, safety, and environmental standards as per relevant regulations. 4. Knowledge of low and high voltage breakers, protective devices, overhead and underground primary electrical distribution lines, service lines, substations, transformers, insulators, lightening arrestors, switches, fuses, ground connector, and similar equipment. 5. Skills in applying facility guidelines, analyzing outcomes, and proposing solutions for intricate facility issues. Ability to gather, analyze data, draw conclusions, and devise alternatives, including interpreting engineering drawings for construction projects. 6. Ability to read schematics drawings and company technical publications, read electrical drawings and knowledge of troubleshooting, test and repair techniques. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
