The primary purpose of this position is to serve as the Facility Operations and Maintenance Chief of the 497th Intelligence, Surveillance and Reconnaissance Group (497 ISRG). Responsible for the facility program management to include real property support to telecommunications beddown or repair issues impacting current. Air Combat Command (ACC), 497th Intelligence, Surveilance, and Reconnaissance Group (ISRG), Langley AFB, VA

Duties

Plans and coordinates all work requirements to maintain 497 ISRG assigned facilities. Incumbent is directly responsible for real property and civil engineering actions affecting the Distributed Common Ground System (DCGS) complex at Joint Base Langley Eustis known as Distributed Ground Station-1 (DGS-1), consisting of a 126,000 square operations facility (building 1302), a warehouse and Airmen Ministry Center (building 1308), and associated grounds and parking areas. Implements and evaluates programs to manage facility safety risks, facility fire safety risks, facility response to emergencies, and risk management associated with physical security, hazardous materials, and waste. Maintains a safe environment and implements systematic processes that identify and eliminate safety hazards to facility occupants, consistent with Air Force and local base standards. Oversees facility management resources including service contracts, financial programs, space utilization, and information resources. Executes facility management programs that often require frequent modifications, additions for new equipment site preparation, and service modifications, while preventing waste and abuse in execution. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information.
  • Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

  • This is a key position due to emergency management duties. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Specialized Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge to apply a wide range of principles, concepts, and practices concerning facilities and equipment operations sufficient to plan, coordinate, direct, and monitor facility operations to determine facility and grounds maintenance and repair needs; prepare statements of work; and oversee a program involving technical issues and specific and well defined objectives. Knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for maintenance, repair and installation projects; and of the full range of principles, concepts, and methods of facility operations sufficient to inspect facilities to evaluate use patterns and identify maintenance or operations requirements; and coordinate and assist engineers to ensure adequate maintenance or repair of buildings and grounds with minimum disruption. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and practices concerning moderately complex technical requirements for the maintenance and upkeep of facilities infrastructure and associated installed equipment; and of facility digital control systems. 2. Knowledge of basic Air Force budgeting principals, concepts, and practices; and of safety and security practices for Air Force facilities and organizations. 3. Skill in applying the full range of principles, concepts, and methods of facility operations and material requirements sufficient to conduct surveys and site inspections and evaluations; coordinates the utilization of buildings, utilities, and storage operations; coordinate the location of furniture, equipment, materials, chemical solvents, and flammable materials; and prepare building layouts to accommodate mission needs, including specifications and specialized equipment. 4. Skill to determine deficiencies and prepare complete documentation for new construction or repair projects. 5. Ability to communicate effectively both orally and in writing; and to read and interpret paper or computer-based engineering drawings and schematic diagrams, and to use automated systems, such as, AutoCAD, to retrieve, maintain, and update documents and records; and to create and maintain technical drawings, schematics, project plans, reports, and building/equipment inventory records. Ability to prepare work packages that include drawings of the existing area involved, changes required, and detailed descriptions of the work and equipment involved. 6. Ability to plan, organize, and direct the functions and staff of a small organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
