The primary purpose of this position is to serve as the Program Manager for Air Force Continuous Improvement and Innovation (CI2) and Air Force Lessons Learned (AFLL) programs as the lead change agent and technical authority responsible for the overall unit improvement initiatives.

Duties

Management Advisory Services: Serves as an Air Force CI2 and Lessons Learned (LL) Subject Matter Expert (SME) and key Black Belt consultant. Advises commanders and their staffs in implementing a CI2/LL approach to solve problems that contribute to the effectiveness, efficiency, enterprise replication, cost savings/avoidance, and other improvement of operations related to the unit's Air Force mission. Performance Management: Maintains awareness of changes in mission requirements and external factors that the unit. Assists in development of Strategic Alignment (SA) and/or Enterprise Value Stream Analysis EVSAs) to ensure organizational strategic roadmap for process improvement initiatives is aligned with NAF and MAJCOM strategic priorities. CPI2 Practitioner and Training: Serves as the Black Belt practitioner, mentor, and trainer responsible for leading complex projects that often cross organizational boundaries. Completes appropriate CI2 training and certification in accordance with timelines per applicable Air Force Instructions. Innovation Program Management: As the primary innovation consultant, assists the Commander in fostering a culture of innovation in the unit by leveraging innovation methodology to support Airmen in accelerating actionable opportunities to enhance implementation and rapid replication of novel ideas and best practices. Guides/coaches innovators through the ideation process, and unit leadership through the evaluation/implementation process. Lessons Learned Program Management: Serves as the organizational OPR for all Lessons Learned (LL) activities. Manages LL program for the unit to collect, validate, disseminate, and resolve observations. Advises and educates personnel on the LL program and associated information systems.

  • The incumbent will be expected to complete all requirements for practitioner certification within established program guidelines and timelines if not already CPI Black Belt certified
  • As necessary, may be required to work an uncommon tour of duty to meet special or essential unscheduled activities, with brief advance notice
  • The incumbent may be required to fly in military and/or commercial aircraft to perform temporary/permanent duty assignments (TDY)
  • Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer, coach and mentor is highly desirable for recruitment but not required for appointment to this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and skill in applying analytical and evaluative methods and an understanding of how to apply them to measure the effectiveness and efficiency of resource utilization by organization missions, programs and processes. This includes the ability to direct complex studies requiring advanced analytical and statistical methods and techniques to develop new theories as to the root causes of poor performance and to design innovative or experimental solutions. The employee must know how to effectively negotiate with stakeholders and management to gain acceptance for the implementation of recommended solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Demonstrated skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, e.g. Lean, Six Sigma, benchmarking, metric/statistical analysis, and value stream mapping. 2. Knowledge of component/command or equivalent organizational structure and its supporting/supported elements and programs, mission, policies, goals, and philosophies. 3. Demonstrated experience in developing innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance. 4. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons (or equivalent) to present and recommend solutions in a logical, cohesive format. 5. Knowledge of effective training principles, techniques, and tools required to design, develop, instruct, evaluate, improve and conduct training/course content. 6. Ability to research, interpret, develop and advocate component/command or equivalent organization laws, regulations, policies, and programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This is an AF key management position in which the incumbent may be required, on occasion, to manage and participate in higher level process improvement activities which often cut across organizational boundaries and produce positive impacts to AF Enterprise level process outputs.
