Purpose: To serve as the Air Transportation Resources Flight (TROX) Small Terminal Assistance Program (STAP) Manager Lead and to work in concert with the Air Terminal Standardization Evaluation Program (ATSEP) manager. Provides technical advice and operational oversight to SOUTHCOM operating locations.
Duties
Acts as Small Terminal Assistance Program (STAP) program manager overseeing SOUTHCOM operating location reports and providing technical guidance when necessary and conducting periodic Staff Assistance Visits (SAVs) on Navy small terminals.
Assists Air Terminal Standardization Evaluation Program (ATSEP) manager and Self Assistance Program Manager (SAPM) by validating discrepancies and following up until corrections are made.
Provides technical advice and assistance on development and implementation of mission capabilities associated with manpower and personnel administration; deployment training; contingency exercise and evaluation; vehicle inspections; safety, and security.
Represents the 437th Aerial Port Squadron with a variety of installation and functional area organizations.

- Work will occasionally require travel away from the normal duty station on military or commercial aircraft.
- May occasionally be required to work shift work, and non-standard duty hours to include nights and weekends.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes a comprehensive knowledge of a wide range of Air Force air transportation/logistics concepts, principles, practices, procedures, regulations, and laws applicable to a full range of management responsibilities along with the ability to conduct significant interpretation of regulations for application to achieve national security readiness requirements for the squadron. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve management issues or problems. Knowledge of a wide range of logistics concepts in Aerial Port operations planning to provide technical guidance to the development of program goals, plans, policies, procedures, and work plans dealing with the development of squadron strategic visions, to evaluate overall process effectiveness, and to recommend methods to help the squadron optimize use of resources and maximize efficiency and effectiveness. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of a wide range of concepts, principles, practices, procedures, and regulations applicable to a full range of logistics management to include aerial port, transportation equipment, vehicles, personnel management, deployment planning, training, operations, and logistic plans and programs under peacetime and wartime conditions.
Knowledge of safety and security regulations, practices, and procedures.
Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
