Duties
The primary purpose of this position is: To serve as a senior planner in providing support, advice, and assistance. to the 437 AW Commander and Joint Base Leadership in planning, execution, program management and provision of staff analysis work related to the development of war, peacetime, and contingency plans and programs; and to serve as an executive officer for the Installation Crisis Action Team (CAT).
Serves as senior specialist in formulating, training, monitoring, and administering 437th AW/Joint Base Operations Plans.
Analyzes support requirements for mission or contingency systems changes proposed in Programming Plans (PPLANS) and Program Action Directives (PADS).
Serves as a Joint Base Crisis Action Team (CAT) coordinator, assisting the Wing Commander in organizing and directing members in their efforts to successfully accomplish actual or exercise contingency and/or war operations. Primary trainer/instructor for all new Operations Planners assigned to the Wing Plans shop; prepares and delivers oral presentations such as briefings, training, sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information.
Performs duties as Wing Operations Security (OPSEC) Officer.

This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector) . Examples of specialized experience includes
In-depth knowledge of a variety of qualitative and/or quantitative methods to participate in the assessment and improvement of 4376th AW plans and programs for conducting operations such as war, mobilization, deployment, and exercise operations. Knowledge of a range of war, contingency, and emergency response principles, practices, procedures, and regulations applicable to war and contingency planning, and the relationship of these responsibilities to local civil emergency management programs.

EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. . COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of concepts, methods, policies, planning and procedures applicable to contingency, mobility, and war planning
to ensure complete and accurate plans. In-depth knowledge of a variety of qualitative and/or quantitative methods to participate in the assessment and improvement of 437th AW plans and programs for conducting operations such as war, mobilization, deployment, and
exercise operations.
Comprehensive knowledge of Air Force organization principles and of the organizational structure, function, and mission
of 628th ABW, 437th AW, 315th AW, Tenant Partners, and HQ AMC. Knowledge of the relationship of the various Joint Base entities involved in overall program planning and execution of military operations and evaluations.
Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations. Ability to conduct research, analyze a wide variety of program segments/policies/procedures, evaluate program effectiveness/efficiency, recognize problems/weaknesses/issues/constraints, and impacts on other programs, summarize
results, make appropriate recommendations/changes, and develop short term and long-range plans.
Knowledge and skill in the interpretation, application, and implementation of DOD, JCS, USA, USN, USMC, USAF, AMC and local instructions, concepts, procedures, guidance, and policy, concerning numerous Installation missions, operations, and programs.
Ability to communicate effectively, both orally and in writing, provide accurate and effective summary analysis and briefings/presentations to all management levels. Through knowledge of Air Force, AMC, and wing policies, regulations, directives, instructions, programs, and guidance pertaining to OPSEC and War and Contingency Plans and Programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
