You will serve as a Supervisory Financial Management Analyst in the Comptroller Department (N8), Disbursing, Travel & Payroll Support Division (N84), Compliance & Travel (N842), Travel ORDR LIQUIDATION/GTCC (N8421) with the Military Sealift Command, Norfolk, Virginia.

Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's program and administrative operations.
You will implement legal and regulatory controls over approved budgets requests.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will provide technical and administative oversight, advice, instructions and develop performance standards.
Requirements

- This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

- This is a Financial Management Level Two certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing financial data and implementing legal and regulatory control over budgets.
Experience utilizing Navy Working Capital Fund.
Experience applying financial management concepts, policies, and procedures to meet agency goals.
Experience working with financial management systems and reporting tools.
Experience operating Navy-ERP for financial management and reporting.
Experience identifying, analyzing, and resolving various budget execution challenges
Experience managing a Travel Program.
