You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST(N83), Comptroller Department (N8) of MILITARY SEALIFT COMMAND.

Duties

You will generate, recommend, and implement new and revised financial management and accounting concepts, internal controls, methodologies, policies, and strategies in support of the organization’s programs. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assign work to subordinates based on employee’s capabilities, priorities and difficulty. You will provide technical and administrative oversight, advice and instruction. You will plan, develop, and implement agency-wide procedures, policies and guidelines related to Navy ERP to facilitate the preparation of financial statements, funds balance to Treasury, accounting records, etc.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III Certified position IAW the National Defense Authorization Act (NDAA), Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications

For GS-15: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Resume must demonstrate the following specialized experience: Experience controlling and reporting obligations and expenditures, as well as developing and interpreting budgetary policies and practices as it relates to budget management. Experience generating, recommending, and implementing new and revised financial management concepts, internal controls, methodologies, policies, and strategies that support the organization's programs. Experience directing and performing ongoing program execution reviews, analyses, and appraisals of major operating and support programs within the organization. Experience preparing briefs for senior managers on program execution and providing recommendations to address program variances or problem areas. Experience offering interpretive and analytical advice on financial transactions and program execution, as well as developing formats and content that provide managers with listings, reports, and data related to the status of funds and the propriety of obligations. Experience ensuring the integrity, timeliness, accuracy, and validity of supporting managerial accounting, budget execution, and financial management reports. Experience coordinating the development and reporting of cost/performance information in support of mission tasks for the organization.
