You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the BUDGET DIVISION, COMPTROLLER DEPARTMENT.
Duties
You will foster and maintain effective liaison with the Department of the Navy matters relating to the development of Work Capital Fund Budget.
You will perform budget formulation functions involving preparation of detailed analyses and estimates of Working Capital Fund funding needs for one or more future budget years.
You will perform budget execution functions involving monitoring commitments, obligations incurred and resulting expenditures of funds and the administration.
You will review of requests for allotments of funds for distribution to program managers and supervisory management responsibilities.
You will develop and/or present detailed, high level briefs as Subject Matter Expert in all aspects of budget formulation and execution of a Working Capital Fund.
You will supervise and/ or lead a multi-faceted team of Financial Management Analysts.
You will develop and/or execute Civilian and Military Personnel budgets.
You will assign work to subordinates based on employee's capabilities, priorities and difficulty.
You will provide administrative and policy direction in broadly defined missions or functions of the organization.
You will provide financial and policy advice on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status of funds, etc.
You will provide program oversight for management analysis functions involving costs comparison or economic analyses.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience establishing and enforcing policies for Budget Formulation, Budget Execution, and Financial Management.
Experience preparing briefs for senior managers and Higher Echelons on program execution and provide recommendations on corrective actions for variances in order to meet the NOR control.
Extensive experience in providing interpretive and analytical advice on financial transactions and program execution and ensure that the financial integrity, timeliness, accuracy, and validity of supporting managerial accounting, budget execution, and financial management reports requirement is in compliance with the Department of Defense Financial Management Regulation (FMR).
Experience applying concepts, principles, laws and regulations of financial administration, budgeting sufficient to generate new concepts and methodologies in the field.
Experience in preparing, reviewing financial audits e.g. FMB, GAO which involves financial management and procedures.
Extensive experience in formulating budget estimates to support plans, programs, activities, including presenting and defending budget estimates before authorities.
Experience in developing, reviewing and executing analysis of a Working Capital Fund Budget.
