You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the RPN Budget Division (N82) of COMNAVRESFOR.

Duties

You will coordinate with the upper management on budget strategy and brief senior leadership on program execution. You will serve as senior civilian analyst for budget formulation and execution and related financial management policy and procedures for all appropriations within the Navy Reserve Force (RESFOR) organization. You will manage a continuous review of budget execution against approved plans for all programs. You will serve as an advisor to upper management regarding the financial feasibility and influence of command plans, policies, and decisions as they relate to the reserve budget accounts. You will formulate and provide guidance to field activities/program manager regarding reserve appropriation and budget financial policy and automated data systems as they relate to year end closeout and other recurring reports and requirements You will provide interpretation of budget policy and procedures guidance from higher authority and ensure that the reserve appropriation budget submissions comply fully with that guidance. You will formulate and issue budgetary guidance for appropriations managed by RESFOR, based upon higher authority policy and procedures.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Conus travel is required (approximately 10-15%).
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

For GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Experience overseeing budget/financial obligations. Experience providing budget/financial input to higher management. Experience reviewing and evaluating the outcome of budget constraints. Experience interpreting budget policies and procedures guidance from higher authority and ensuring that the reserve appropriation budget submissions comply fully with guidance's. Experience providing input to upper management on pertinent appeals and responses to questions from CNO, ASN (FM&C), Office of Secretary of Defense (OSD), Office of Management and Budget (OMB), and Congressional committees concerning the BSO's multiyear budgets.
