You will serve as a SUPV FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT OFFICE-COMPTROLLER (N00FM) of NCTAMSLANT NORVA.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will serve as the Deputy Financial Manager and Comptroller for the entire NCTAMSLANT Area of Responsibility (AOR).
You will serve as the senior analyst for budget, accounting, auditing and financial management policy and procedures within the organization.
You will prepare briefs for senior managers on program execution and provide recommendation to correct program variances or problem areas.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will provide interpretive and analytical advice on financial transactions and program execution.
You will promulgate approved financial management policies within the organization based on Department of the Navy policy.
You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews and recommend alternatives for corrective actions.
You will perform Funds Administration (FA) functions for NCTAMSLANT. including review and acceptance of reimbursable funding documents in support of the Command's mission.
You will ensure the United States Direct Hire (USDH) Financial Management (FM) personnel within NCTAMS LANT AOR achieve and maintain required Financial Management Certification.
You will instruct personnel on how to take and/or record training, document training and submit competencies for approval in the Learning Management System (LMS).
You will ensure that Commands within the AOR comply with the principles of Financial Improvement and Audit Readiness (FIAR).
You will ensure internal reviews are performed on Commands and financial programs within the AOR.
You will be responsible for FIAR checklist maintenance and validation, semi-annual testing of FIAR segments, obligation validation reviews and support Inspector General (IG) reviews.
You will support the Command’s Integrated Risk Management program (IRM) and ensure internal controls are in place and are evaluated on a regular basis for IRM programs assigned to the Comptroller’s office AOR.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience providing direct and indirect supervision over a group.
-Experience utilizing Planning Program Budget Execution (PPBE), as well as analyzing program execution and providing recommendation to correct variances.
-Experience utilizing, interpreting and adhering to the concepts and principles of Financial Improvement, Audit Readiness and Appropriations Law.
-Experience briefing senior leadership both orally and in writing utilizing data analytics such as TABLEAU, ADVANA/Jupiter, BI or similar programs.
