About the Position: Serves as a program analyst within a PEO, Project/Product Office and has responsibility for cost/schedule/resources management and program reporting. Develops appropriate plans and objectives in keeping with PEO/PM and higher echelon objectives.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Coordinate a responsive program review and analysis program to assure availability of resources to meet established milestones.
Anticipate problems, develops sound solutions and action plans to ensure program/mission accomplishment.
Ability to communicate effectively with peers and serve as an advisor and liaison to superiors on the status of projects, issues that evolve, solution recommendations, and existing concerns.
Perform a variety of duties in all phases of financial management to include the planning, preparation, development, justification, and execution of funds for assigned programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Business travel required up to 25% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.

Specialized Experience: One year of specialized experience which includes: 1) Developing financial management programs to meet established milestones for development and fielding of defense systems; 2) Translating program estimates through statistical reports and presentations; and 3) Resolving all financial transactions issues within programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11).
