This position is located in the Facility Management Service at VA Southern Oregon Health Care - White City VA Medical Center in White City, OR. The Administrative Officer (Fleet Manager) is responsible for managing the administrative activities within the Facilities Management Service and the administrative staff that perform them.
Duties

The Administrative Officer supports the Office of the Chief of Facility Management Service and the various related departments. Major duties and responsibilities include but not limited to:
Managing the overall leadership and direction of the Facilities Management Service (FMS) administrative section and coordinating activities of the Administrative Section with other Sections within the Service
Managing and operating a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, busses, para-transit vehicles, and special purpose vehicles for the SORCC and two Community Based Outpatient Clinics (CBOCs)
Analyzing overall fleet operations to include financial aspects, services provided, productivity, performance of commercial vendors, customer utilization of assigned vehicles and related areas
Developing solutions and policies for FMS Chief's review and overseeing, coordinating, and reviewing the submission of a wide variety of recurring, as well as nonrecurring reports
Serving as coordinator/point of contact for special reporting activities per the request of the VISN, VACO or the Chief. Compiles data for the Chief's review for the FMS Balanced Scorecard for the Executive Leadership Team's review and concurrence
Reviewing and interpreting all station memoranda, bulletins, and pertinent VA regulations to ensure compliance within the Service, advising all involved personnel of same
Preparing, recommending, and implementing both short- and long-range plans and programs for the
efficient operation of all administrative program management and clerical functions
Overseeing FMS fiscal activities and reviewing the annual budget submission and justification prepared by the Budget Technician and makes recommendations to the Chief
Developing, establishing, and overseeing methods to forecast annual budget/costs, and implementing cost effectiveness and efficiency in all activities
Managing budget formulation and execution for a changing budget of administrative expenses including analyzing budget calls, reviewing guidelines, and overseeing the administrative staff on any changes or information required
Preparing studies and reports to ensure cost effectiveness and maintaining a close liaison with Fiscal Service resolving any fiscal problems
Coordinating and reviewing documentation and invoices for approximately 40 annual maintenance contracts covering equipment or services located throughout the SORCC
Providing FMS management with assistance in projecting staffing needs through data collection and initial analysis, the execution of their personnel responsibilities
Serving as the coordinator of Environment of Care documentation (related to Joint Commission on
Accreditation of Healthcare Organizations (JCAHO) and CARF)
Maintaining space survey data base within VISTA and preparing and inputting computer data as changes occur
Supervising four employees in FMS providing technical and administrative supervision to a unit of GS-6, GS-5 and WG-06 employees
Defining type and number of workers for projects and revising work schedules and labor forces as
necessary to adapt to changing work circumstances
Overseeing the daily operation of the unit, ensuring agency policies and priorities are being followed; developing performance standards; and evaluating work performance of subordinates
Providing advice, counsel, and instruction to employees on both work and administrative matters
Supporting and explaining management programs to subordinates; determining performance ratings, training, disciplinary actions, changes in performance standards; and recommending the most suitable series for vacancies.
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications
Minimum Requirement: The following are minimum requirements for appointment as an Administrative Officer in the Veterans Health Administration (VHA), which all applicants must met.
Specialized Experience (GS-11): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-09) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: applying analytical and evaluative methods and techniques to issues or functions related to office administration; utilizing knowledge of pertinent laws, regulations, policies, and evaluations which affect administrative operations; identifying major issues, program goals and objectives, work processes, and administrative operations of the organization; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; presenting staffing recommendations and negotiating solutions to disputed recommendations; performing duties related to requisitions for services, purchases, and construction projects both at the contracting level and the acquisition level; submitting contract packages for both construction and regular service contracts; and overseeing these actions and hands on work in contracting. Education (GS-11): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Combination (GS-11): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. Physical Requirements: Duties involve sitting for long periods of time, use of personal computer, writing, calculating, occasional walking to administrative areas throughout the facility, and some bending and stooping.
