The Administrative Officer position is located with the Behavioral Health Service Line (BHSL) at the VA Southern Oregon Rehabilitation Center and Clinics (VA SORCC) in White City, Oregon.
Duties

Duties may include, but are not limited to the following:
Responsible for all administrative structure and oversight, human resources management, financial management, environment of care, space, safety, and emergency preparedness.
Serves as Service's day-to-day liaison with the administrative departments (Human Resources, Fiscal, IT, Business Office, Executive Office, Quality Safety & Value, etc.).
Provides support, guidance, and training to leadership as well as front-line staff on administrative issues.
Monitoring the Service's performance on business and administrative functions regarding quality, efficiency, effectiveness, and patient satisfaction.
Identifying opportunities for improvement and to design and carry out improvement initiatives.
Serving as point of contact for all programs including managing request for action such as needed clinical information, report completion, data pulls, controlled correspondence and local or national suspense items.
Heavily involved in other service wide responsibilities and may serve as the Subject Matter Expert in one or more administrative areas.
Proactively and systematically develop, gathers, collates, manages, analyzes, interprets data regarding the Service's operations.
Responsible for all personnel actions including hire/fire, disciplinary actions, performance competencies for subordinate staff, performance evaluation, award submissions and recommendations, conflict resolution, training, workload balance, timekeeping, compliance local and national, draft new or revisiting and approving new policies etc.
Fosters strong relationships with internal and external customers at all levels.
Assist in managing Service's multi-million-dollar budget, monitoring expenses, tracking budget execution functions, analyzing, and forecasting funding requirements, identifying cost saving opportunities, preparing budget proposals, and advocating for needed resources.
Using technical expertise and advance informatics experience to train and assist staff overcome administrative challenges.
Setting workload goals and timelines for completion.
Performs all other duties as assigned.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

Qualifications
To qualify for this position at the GS-11 grade level, you must meet one of the following requirements:
SPECIALIZED EXPERIENCE: One full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes experience working in a Healthcare/Medical environment preparing operational plans for budgets, space, equipment, and personnel; interpreting administrative policies, developing local policies, defining administrative requirements and providing advice to senior management on related issues; preparing annual budget requests including budget formulation, justification, and execution; coordinating and tracking projected personnel actions; developing, implementing, maintaining, applying, and continuously improving infrastructure (processes, policies, tools, etc.) for effectively managing administrative operations within the service. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED)
COMBINATION OF EXPERIENCE AND EDUCATION: You must possess an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience that may be used to meet total experience requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED)

Physical Requirements: The work is primarily sedentary. It occasionally requires carrying of light objects such as files, books, and papers; and some walking, standing, and bending, no special physical qualifications are required. Intermittent travel is required. May require overnight travel to meetings/conferences/training sessions.
