This position position is located within the Nutrition and Food Service (N&FS) department in the VA White City Medical Center in Oregon. The primary purpose of this position is to serve as the Administrative Officer (AO) for N&FS, and is responsible for the administrative programs related to Nutrition and Food Service.
Duties
Major duties include but are not limited to:
Oversees and facilitates the administrative management for Nutrition & Food Service. Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division. Designs and implements policies and procedures to manage administrative and personnel related functions. Reviews and evaluates guidance on various functions and procedures, identifies problem areas and implements or recommends actions to improve procedures and increase efficiency, eliminate problems and conform to policy requirements.
The position functions as an extension of the Chief/Assistant Chief, Nutrition & Food Service and professional staff, as well as other service lines, in explaining service policies and assisting staff in implementing them. Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs. Compiles information prepares administrative reports for management briefing and sharing with work groups. Provide full staff assistance on administrative matters. Plays a key role for planning, organization development, direction, and evaluation of medical center administration, in support of the facility, VISN and VACO activities. Establishes internal procedures to secure adequate control in terms of deadlines, progress reports and directives.
Takes a leadership role in maintaining and updating Nutrition & Food Service databases and shared computer drives. Serves as the Records Control Officer for the Service. Maintains all current documents necessary to meet the requirements of external reviews for the VA. Ensure that Nutrition & Food Service meets accreditation standards for JC. Assist in preparation for various visits such as JC, OIG, Long Term Care Surveyors, CARF etc. Serves as the department ADPAC.
Serves as the Nutrition & Food Service Representative overseeing the full range of human resources requirements for the organization. Performs the full range of personnel administration for the Service with varied functions and activities. Acts as the liaison with the human resources office concerning personnel-related matters. Provides advice and assistance to managers and staff concerning agency personnel processes and procedures.

Qualifications
To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 03/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with Human Resources functions to include recruitment, position classification, performance evaluations, and training; coordinating and monitoring administrative tasks within an office; managing budget activities; accurately preparing and submitting timecards for processing; managing and balancing financial aspects of general fund control points and purchase procedures; planning and developing policies and procedures; ability to work independently to complete high-priority tasks. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Master' s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
