About the Position: Army Publishing Directorate, Publishing Technology Division. Fort Belvoir, VA 22060. Responsible for managing the efficiency and effectiveness of the Agency's program management related to acquisition and contracts.
Duties
Serve as Agency Contracting Officer’s Representative (COR): analyzes deliverables on government contracts; monitors, tracks, and reports on contractor burn rate, cost performance, and expenditures/deliverables.
As Agency’s financial project manager, gather procurement documentation and government cost estimates, drafts and staffs statements of work; task order descriptions; cost estimates; and project milestones.
Review, analyze, and interpret contracts and financial management planning documents and directives received from higher echelons to ensure appropriate alignment with DA and DoD budgeting requirements.
Provide expert interpretation, advice, and recommendations about acquisition, financial, and contract activities to Agency leadership. Review and analyze status of funds reports; identifies and addresses areas of concern.
Develop internal methods, procedures, and safeguards to ensure adequate financial controls and effective execution of funds. Ensure that no over-obligation or misuse of government funds occurs.
Utilize expert writing ability and presentation skills to communicate with varied stakeholders about the progress, challenges, and timelines of implementing complex, evolving, and sometimes classified Agency contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- You may be expected to travel up to 10% for this position

Specialized Experience: One year of specialized experience which includes assist with developing government procurement/contracts programs; prepare cost estimates or monitor contract performance and expenditures; and provide advice/guidance to leadership regarding execution of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[insert 11 or above]).
