Duties
As a Program Specialist you will:
Contribute to the development, enhancement, and improvement of administration and operations of the organizations internal/external systems, operating policies, planning, internal controls, assessments, and reporting requirements.
Develop and apply methods and procedures designed to provide business services to the serviced organization in the most effective manner possible.
Meet on a regular basis with team leaders, supervisors, and managers to provide advice and assistance, resolve business service problems, and identify ways to expand, enhance, and improve business services.
Attend staff meetings to explain and interpret administrative policies and procedures, to discuss significant operating issues, and to provide input on program planning and management decisions.
Evaluate the quality, effectiveness, and responsiveness of services provided and initiate improvements where possible.
Act as a liaison with the human resources office and coordinate personnel actions.
Provide administrative guidance to managers on personnel matters related to staffing, classification, leave administration, employee relations, performance management and training.
Conduct the purchase of a wide variety of specialized supplies, equipment, and services needed to support the operations of the organization using the Acquisition Performance and Execution (APEX) System.
Provide administrative and procedural support to the VISA Purchase Program and serve as a VISA Purchase Program Cardholder and/or Approver for management and accountability of procurement actions.
Prepare and submit oral and written reports, reconciliations, assessments, briefings as required.

Minimum Qualifications:
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: assisting with developing, reviewing, and evaluating administrative operations and operating policies and procedures to improve organizational efficiency and effectiveness.
OR Have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university.
OR Have a combination of specialized experience and graduate level education that together meets 100% of the qualification requirement for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
